The competition regulations below will apply to the following competitions;

SCHOOLS CONTACTS
The official school contacts submitted via the affiliation forms at the start of the season will act as the official GAA secretary for the school/unit. All communication to Comhairle Iar-Bhunscoileanna or the respective Provincial Post Primary Schools Committees from Post Primary Schools to be authorized by the person nominated as the official secretary in the school.

To ensure that the Media continue to receive information with regard to our games please note the following:

(a) Referee
The referee from each game will forward the score from the game to Eoin Ryan as soon as possible after the game and before 4.00 pm. These results will be uploaded on a daily basis to the Munster PPS website.

(b) National Media
Where a match report is required the winning team (if no Media personnel are present) are requested to forward match score, half-time score and best players from both sides to Munster PPS GAA PRO as soon as possible after the game and before 5.00 pm to PRO.pps.munster@gaa.ie (email).

(c) Fixtures to Media
All local media & national media outlets will be updated on a weekly & daily basis of the upcoming fixtures schedule, results and any changes that may occur to the fixture program.

REFEREE’S EXPENSES

(a) Munster GAA PPS Committee will reimburse all referees for the 2024/2025 playing Season.

GROUNDSMAN/CARETAKER

Each School is obliged to give the grounds-person/caretaker some recognition for his/her assistance (cash/cheque payment on the day). For 2024/2025 this will be €20 (€10 per school)
Particular attention and respect for club property and club personnel where matches are played should be a priority. If a school team damages property of a club while participating in a competition, the responsibility will lie with the school to re-imbrues the club for the damages.

N.B.: All players MUST be registered prior to participation in any of the Competitions. There will be two registration deadlines dates throughout the season.

PERSONAL INSURANCE
Each School MUST advise Comhairle Iarbhunscoileanna Na Mumhan in writing that all teams have adequate Player Injury Cover via their school insurance.

RIALACHA NA gCOMORTAISI
Comhairle Iarbhunscoileanna Na Mumhan is the controlling body. The various Competitions will be run in accordance with the Treoraí Oifigiuil together with various regulations adopted by the Comhairle.

REGULATIONS
The Munster Post Primary Schools Competition Control Committee shall be responsible for all arrangements and control of Games under the Provincial Schools Council and matters arising from same, other than those functions reserved to the Provincial Hearings Committee, the Central Competitions Control Committee, the Central Referees’ Appointment Committee and the Central Hearings Committee.
It shall hear Objections and Counter Objections arising from any Game under its control. It shall investigate and process matters relating to the Enforcement of Rules and Match Regulations, other than those functions reserved to the Committees (dealing with disciplinary matters) stated above.

It shall where relevant delegate authority to other units to carry out its functions and duties.

1 CLASH OF COLOURS
(a) In home & away fixture – home team change to alternative.
(b) If game is at neutral venue – Both teams change to alternative unless otherwise agreed. The CCC shall approve alternative colours when teams are required to change.

2 EXTRA TIME
(a) The competitions outlined above MUST BE FINISHED ON THE DAY, SAVE FOR EXCEPTIONAL CIRCUMSTANCES. In the event of teams finishing level in any competition, extra time MUST be played (10 mins each way). If the teams remain level after extra time then a penalty taking competition, using the Winner on the Day Regulations approved by Ard Comhairle CLG, will decide the result.

3 Additional/alternative regulations may be introduced by the relevant C.C.C. prior to the start of any competition subject to the participating schools being advised accordingly.

4 FIXTURES
(a) All Official Post Primary Schools Notifications and Fixtures will be forwarded to your Schools G.A.A. email account i.e. admin.schoolname@gaa.ie
(b) In a case where your school has lodged a request to reschedule a fixture, once approved, you will receive an official text message with the amended details.
(c) If there is a venue change at short notice due to the unavailability of a pitch, you will receive a text message with amended details or clarification of postponement.
(d) Senior Football or Senior Hurling “A” Finals will be played in venues suitable to host the expected attendance and cater for the logistical needs required.
(e) Participating schools are responsible for the behaviour of their players, managers and supporters at all fixtures. Teams and schools could face penalties/sanctions for the misconduct of team/school officials, players and/or supporters which occur at Munster GAA Post Primary School fixtures.
(f) Hurling – it is the responsibility of all players to wear helmets.
Football – it is the responsibility of all players to wear mouth guards.

5 FIXTURES SCHEDULE/POSTPONEMENTS
(a) Subject to approval of the relevant C.C.C. NO deviations from dates set in the Master Fixture List will be accepted unless both Schools are in agreement AND that the game in question is played BEFORE the said date or before next round is scheduled and does not interfere with any other competition (Provincial/Regional/County). In the event that a school cannot fulfil a fixture they concede a walkover.
(b) Postponements WILL NOT be considered due to Work Experience; L.C.A. Placements; Christmas/Term Examinations; Mock Examinations; School Musicals or any other activity that is particular to a School unless by agreement with the relevant C.C.C. and schools and that there are no negative implications in the proper running of Competitions.
(c) C.C.C. may decide to re-scheduled a fixture(s) if it coincides with a SEC or HPAT assessment which cannot be moved to another date
(d) Games may not be postponed due to completion dates of state examination project components or state examinations components where individual schools have the flexibility in scheduling of same to avoid class of assessment and the fixture.

6 PROCEDURES FOR SEEKING RE-SCHEDULING OF A GAME
The official fixture procedure is outlined on the Munster PPS website https://munstergaapps.ie/competitions/fixture-procedures/

Penalty: (a) If a School fails to fulfil fixture – conceding of game
(b) If a school fails to fulfil a fixture and fails to notifiy the controlling body & opposing team 24 hours in advance of the scheduled date – a fine will be imposed to cover the traveling costs incurred by the opposing team & referee
(b) If both Schools agree not to play game as per schedule but do not obtain
permission – game null and void

Knock-out Games: As per rule.

7 COMPETITION DEADLINES
Deadline dates have been specified for the completion of all competitions and can only be set aside by a decision of the C.C.C.

8 VENUES

(1) The competitions outlined above will be run on a home or away basis except for quarter finals, semi-finals and finals which will be neutral. The school hosting the game must provide a LOCAL GAA CLUB VENUE to host the game. The venue must have an outside covered space suitable as an alternative dressing room area. The Munster PPS servicing officer must be NOTIFIED OF THE VENUE FIVE DAYS before the corresponding fixture via email.
(2) If drawn (home) teams are unable to secure a venue they will lose home advantage and the away team will now be offered the opportunity to arrange a venue. If the drawn (away) team are unable to secure a venue the Committee will arrange a venue.
(3) Where the distance between the 2 schools competing in a home/away fixture is greater than 100km, the CCC will arrange a neutral venue. The decision will be at the discretion of the CCC.
(4) The CCC will try to avoid, where possible, a school having 2 away games in consecutive rounds. Any school who receives a bye in the competition will be AWAY in the next round.
(5) The CCC will try to avoid, where possible, a school receiving a bye to a quarter final.
(6) Astroturf pitches are approved pitches for the playing of school games – competitions and challenges. In the event that no grass pitch is available, the committee will look to host the game in the nearest Astroturf pitch available.
(7) All venues are subject to the approval of the CCC.
(8) Games may be played under floodlights subject to the relevant C.C.C. being satisfied that the standard of lighting is of sufficient quality.

9 APPOINTMENT OF REFEREE’S
The appointment of referees for all Games is delegated by the relevant C.C.C. to the relevant servicing officer. The C.C.C. may seek consultation from the referee’s committee for the appointment of match officials to premier finals.

10 GAELIC FOOTBALL
All kick-outs from 20m line and from the hands or off the ground for U15 and all off the ground for U17 and U19.
Size 5 Football to be used – 30 mins. per half.

11 HURLING
All hurling games at all levels in Munster GAA PPS competitions, shall use a Fluorescent Yellow/High-Vis sliotar from a GAA Sliotar Licensee.
Size 5 sliotar to be used – 30 mins. per half.

12 USE OF SCHOOL PITCHES FOR HOME & AWAY AGREEMENTS
(a) Be full size and School No. 1 pitch to be used
(b) Marked and flagged
(c) Goal nets
(d) Member of staff from home team to stay with visiting team and ensure that dressing rooms are secure
(e) Goalposts and Crossbars correct width and height

13 STARTING TIME
The start time for all ‘A’ grade games will be 1:30pm and the ‘B, C, D & E’ grade games will be scheduled for 12:30pm unless otherwise agreed or arranged by the Munster Post Primary Schools CCC.

C.C.C .may require a number of games to be played at the same Astroturf pitch on the same day. C.C.C. has the authority to deviate from the start time for practical reasons.

14 ELIGIBILITY
(a) To be eligible for a Competition a player shall not be more than 4 years younger than the age
limit of the particular Competition i.e. a player must be over 15 to play a Post Primary Schools Senior competition.

15 AMALGAMATIONS
Amalgamated teams will not be allowed to partake in the Munster Post Primary schools competitions. The committee is focused on implementing a participatory model where each school retains their identity and finds the appropriate level to compete at.

16 MATCH REGULATIONS
The CCC shall circulate Match Regulations to schools involved in senior Post Primary Schools Championship finals and shall appoint a Match Monitor or Sideline Official to fixtures to monitor compliance of schools with Match Regulations. A breach of the regulations will result in a fine being imposed.

17 GRANTS
Each school will receive a grant per team participating in the Munster PPS competitions subject to their teams fulfilling their scheduled fixtures and being registered within the deadline dates outlined. Any school that qualifies for a senior final will receive an additional grant of €1000 which they can spend at their own discretion.

18 VIDEO ANALYSIS
Any school wishing to do video analysis at any of their matches must request permission to do so. This can be done by sending your request to Eoin.Ryan.Munster@gaa.ie and confirming that the video will be used solely for training and analysis purposes. Permission will be granted on the basis that the video be supplied to Munster PPS to be used for promotional/disciplinary purposes. Any school found to be in breach of this regulation will be fined €150.

AGE LIMITS 2024-2025

Senior – Born on/after 1.1.2006 and before 1.1.2010 years of age (6.17 T.O.)
Junior – Born on/after 1.1.2008 and before 1.1.2012 years of age (6.17 T.O.)
Under 15 – Born on/after 1.1.2010
